Chandler was an American politician, serving in the United States Senate representing the state of Kentucky. He was baseball's second Commissioner and oversaw significant change in the game. In 1947 he threw his support behind, Brooklyn Dodgers owner, Branch Rickey's attempt to break the color barrier. Happy served as Commissioner from 1945 until 1951.
